The Bill (Reg.№3447) envisages the determining of the principles of the state policy in the sphere of state-private partnership and main principles of the cooperation of the country with the private organizations on the treaty basis.
During the discussion, the Chairperson of the Committee, N. Korolevska stressed that "the peculiarities of the state-private cooperation should be: provision of the higher indices of activity effectiveness; long-termed relations (from 7-30 years); transference of a part of perils to the private partner etc".
It was announced during the meeting
that the leading principle of the private-state partnership should be equality
before law of the state and private partners and prohibition on any
discrimination of the partners´ rights or interests of the state and private
partners the coordination of interests of private and state interests is also
of vital importance.
The Bill envisages the chose of the partners exclusively on the competitive basis, the holding of the competition is under the authority of the Cabinet of Ministers of Ukraine.
